Is there a free text-to-speech API?

In short
Not on Naadly: API keys start on the $15 plan, because an open API on a free tier is a bill somebody else pays. The free tier is 30 minutes a month through the interface. Free API tiers elsewhere usually cap requests hard or reserve rights over your input.
What the paid API actually gives you
- Synthesis and streaming over HTTP, with the same voices and the same per-minute metering as the interface.
- Keys per workspace, revocable, with usage attributed to the key so a runaway script is identifiable.
- Signed job webhooks, so long renders do not need polling.
- An MCP endpoint, which is the same credential - useful if what you wanted the API for is an assistant that can speak.
If you are evaluating, do it on the free interface tier first: the voices, the licences and the audio are identical, so the only thing a key adds is automation.
